Altimeter always stated by ATC at 29.92

No matter where in the world or at what altitude or weather condition (In real-time weather). ATC always reports the altimeter as 29.92. Haven't been able to get this to work for months. Used to work fine, I believe it was after an update (not sure which one). Not talking about the over 18000 ft. I'm getting online weather conditions. Just took off in a rain storm ATC reports 29.92. Am I missing some setting here?

Use live weather and it will give you the RW QNH.  You are being given the pressure at mean sea level to set your altimeter to not your actual altitude.

I've done that. Still get 29.92 all the time.
