Can't shutdown SIM - "Download Started"

I downloaded SU 9 and it installed without a problem.  I used it for about an hour and tried to quit to desktop but received the message:

DOWNLOAD STARTED
Downloads have started in the 
background.
CLOSE ALL

I cannot find any downloads running and Content Manager shows everything is up to date.

What does the message mean?

Should I just ignore it and close the sim?
