Gas truck moving slowly and baggage truck problem.

Called for the gas truck departure and after arrivals.I approaches 10 feet, stops for 10 seconds, advances another 10 feet .. keeps doing that for 20 minutes until it finally arrives!Other airport vehicles "zip" right along... normal speeds.Bagage cart always drives through the right engine to service the forward cargo .. in from of the Level-D right engine...
