It was easy in Setings with windows 10.

For windows 11 a registry edit is necessary.

The specific key was changed in later updates to Windows 11, it  is now TaskbarSmallIcons

REGEDIT

 Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced\TaskbarSmallIcons

(make sure you are editing the correct key) !  TaskbarSmallIcons

DWORD 0 is large icons. DWORD 1 is small icons.

To see the effect either restart Explorer in Taskmanager

or Log off and back on

or restart computer
