No. You can use LNM to to draw the approach but you have to reload the scenery library after changing the approach. Creating approaches (procedures in general) is an incredibly complex task. I know this because it was already nightmarish to implement reading, decoding and display. Regarding the different leg types like "Arc to fix" or "Constant radius arc": I'd suggest to search for words like ARINC 424 and terminator coding. There is also an older a 400 page document for "ARINC 424-17" around the web which might help. The latest ARINC releases cost about 380 $.
