External Camera panning stutters / freezes with POV button

I am trying to understand why I am suddenly getting stutters / pausing / freezing when OUTSIDE the aircraft and using the POV button on my (Thrustmaster Boeing edition) joystick.  Happens on PMDG but I also just tested on the stock C172.  The POV button is set in MSFS controller settings to enable panning the external camera.  Lately, the panning skips / stutters / stops moving (freezes momentarily).  This hasn't happened before now, and the hardware isn't the issue....It tests fine in the Win11 joystick properties window, and it also works just fine in the oth3r sim.  I've checked for conflicting assignments (none exist), and I exited FSUIPC7 to double check. It feels like a buffer overflow or a background nuisance is interfering?  anybody got any ideas here? thanks,

UPDATE:  Problem solved. For reference: This specifically relates to the Thrustmaster TCA Boeing edition yoke, and the fact that the buttons on the left side  (X, Y, and POV) would become unresponsive after a while in flight…& consistently so on the PMDG 73x.  This all started after the most recent update.  There are others in other forums who are reporting the exact same behavior.  Many think that hardware had failed.  
 

I was using FSUIPC7.  I also tried AxisandOhs which I also own.  Both scenarios resulted in those left side buttons on the yoke becoming intermittent / unresponsive at altitude.  There were no ‘conflicting’ assignments, and those buttons work fine in windows control panel (and other sims). Not a hardware fail.  
 

Fix:  revert to in-game joystick assignments instead of the controller managers mentioned above.  Start from scratch & create brand new configs in MSFS.   I started with the TBM,  then did the same for PMDG.  All buttons now work as intended.
