I'm still confused about what this option does in relation to static matching depth.  

The manual says if random is set to False then no randomness in livery matching or randomness in gates chosen.  But isn't that what static matching depth does?

It has no relation to the depth, but to the matching process (static and live aircrfat) itself. If there are 2 or more liveries available for say the wanted AIRL+TYPE it chooses randomly. 

Recommendation: don't touch it  (keep it at TRUE) unless you run two flight simulators at the same time at two PC's (what  at least one user is doing).
