Multicast / UDP for Panel Builder - what am I doing wrong ?

Hi there,

I have been running panel Builder ver 2.x for many years on an AIO touch as n 2nd PC for Panel builder only (not my SIM PC), it worked on XP9/10/11/12 without any issues.

After many years of service, my AIO touch PC packed up (MOBO dead) and a repair is not possible. I then bought an replacement AIO touch (old used i5=1st gen) installed WIN and panel builder.

Panel builder runs, it sends commands to X-Plane (adjusting e.g. heading / ONH) changes in X-Plane
but
commands / changes from X-plane to the instruments = not working (instrument not changing to changes in X-Plane)

The sim PC / network / router = all untouched / unchanged
All settings for Panel builder = same as per old / faulty pc

previous UDP settings used in panel builder ..
Multicast
224.11.5.62
listen port
49001
FS port
45000

(even tried many combinations, including the default 48000/45000)

UDP settings in X-Plane
use UPnP = off
port we receive on    49010
port we receive on (legacy)    49000
port we send from (legacy)    49001
(also tried many combinations, with the defaults)

I have included the Panel Builder instruments exclusions in Windows firewall,on the AIO / Panel builder PC during install,
I have also given full permissions to the X-Plane / SIM pc's firewall (although its irrelevant, as the SIM PC is unchanged)

As a test, I then installed Panel Builder in the SIM PC ...
everything works 100%

Pls advise if anyone can point me in a direction to fault find the issue
as logic dictates, it MUST be something on the replacement PC running Panel Builder,

and my networking skills are not that great

p.s. the only differences between the Old & New AIO's are
