This would allow the user after creating a flight plan to annotate text or markings where needed just for that particular flight plan.  Just as you would in real life on a sectional map.

Not really. You can use the userpoints/POIs, measurment lines and range rings. These are global features and not attached to a flight plan.
But can add remarks to a flight plan or flight plan waypoints. These are saved with the LNMPLN.

I'll keep this in mind for a future release.
