Shimmering 3.5 seconds after mouse stops moving

I see a beautiful image from the cockpit or from any external camera.  But, 3.5 seconds after the mouse stops moving - I see terrible shimmering.  All straight lines seem to vibrate.  All the text on the control panel shimmer.

The instant there is a mouse input the shimmering disappears.  Control inputs do not cause the shimmering to stop.

The problem occurs in Windows 11 / DX11 / DX12 / FG on / FG off / Aniso filtering at every level... and every other parameter I can try to change.  I have worked thru NVCP and thru the MSFS settings.  Some make the shimmering worse but none make it stop.

The problem is intermittent but when it starts it lasts over multiple sessions.  

I've been working on this for many weeks but cannot find any settings that make the shimmering stop, other than moving the mouse.
