Fast boot does almost to speed things up on modern computer SSD drives. And fast boot can keep errors present on your system when you are trying to reboot those errors away.

In search window type Control Panel.

View by Large Icons, Power Options, Choose What the Power Buttons Do, "Change Settings that are currently unavailable", uncheck the box: Turn On Fast Startup, Save Changes.

The key is to click on "Change Settings that are currently unavailable". Otherwise, the options will be greyed out in Windows 11 24H2, and some earlier versions of Windows too.
