When an aircraft is spawned all lights are switched on and off, before going to the settings that are relevant at that point in time of the flight or parking position. That is needed to get the aircraft synchronised with the Simcommands for the lights. There has been a long thread about this topic.... During the day you will not notice it, but in the dark you may see it, although if it is that strong that it annoys you, you probably lower the strength of the lights a bit, if possible.
