ATC mode and no AI traffic

I've set up a saved file to watch AI traffic from ATC mode in multiplayer. I'm sitting in the tower at Midway with AI sliders set at 100% and I see just one aircraft on approach. Shouldn't I be seeing numerous jets coming in and lining up for takeoff? Any help would be appreciated.Curt
