FSX EditVoicepack Install Error

Anyone ever see this error In Win-XP? Just started getting this after a Win-Xp reformat,All my xp updates are current. Am I missing a program,or file? Thank's from Jimhttp://forums.avsim.net/user_files/191711.jpg

You may as well install 3.5 because eventually you WILL need to... ;)
