How, as some aircraft require, do yu turn 3D mode on in FS98?

Go to Options/Preferences/Graphics/Advanced/Hardware. Activate Hardware acceleration and turn on Direct3D.

If you are talking about the virtual cockpit, then you can't turn it on for earlier aircraft since it is built into the visual model (*.mdl) file.
