How to determine parameters for warning light gauge?

I have a panel for a DC3 which has a warning light -- this warning light is always on and logic tells me that it is because this particular warning light is out of the Kingair and is meant for a turbine aircraft -- but this then leads me to think that each warning light must have a set of parameters built into it that determine when it should come on and when it should stay off -- How does one find out what these are?Thanks Barry
