FlightPlanWaypointTimeZoneDeviation seems to give only the time zone deviation for the position you are currently in, no matter which waypoint is given. Is there another way to find the time zone of your destination airport for example?

Not that I'm aware of, which is one reason it's a good thing most FMS systems work strictly with UTC (zulu).
