you probably need notams arrival on, or ask for an iap approach into lowijd

The IAP approach wasn't possible because at RTT I should be at a level of 9500 ft and soon after RTT I should descent to 3500ft but ATC didn;t let me fly lower than 10000 ft.And that was before I had the choice of an IAP appr.But next time I will check the NOTAM checkbox and try it again. Thanx, JD.
