LOA - so called Letters of Agreements and SOPs are set of rules that describe tpically altitude changes/restrictions when a flight is transitioning either from one center to another or between different sectors within the same center. For example in Cleveland center (ZOB) jet aircraft flying inbound to DTW and passing over say Dryers VOR would be required to perform a series of step-downs. I happen to have a complete list of LOAs and SOPs for Cleveland Center. There are over 100 different altitude step-downs just for ZOB depending on airport, flow direction, etc. They are not published on any aeronautical charts.Such step-downs are fact of life in busy airspace. Cleveland center has the highest density traffic in the US so their airspace is most structured. I have this data because we (NASA Ames) work with Cleveland Center to research different aspects of ATC and how it could be improved in the future. FAA told us to work with ZOB since this is considered the busiest center in the country - if something works there will work in any other center. I actually wrote software for them that simulates aircraft flying those step-downs. If you disregard LOAs and SOPs then you get completely wrong sector counts so you can't realistically evaluate density of traffic. We had to finally implement in software their LOAs since otherwise during simulation trials TMC (Traffic Management Coordinator) would complain that "this aircraft would not be here .."Well, now going to RC it would be awesome if one day such SOPs and LOAs were available in RC since it would result in flights having much more realistic vertical profiles. The biggest problem could be getting the data - you are unlikely to find this data anywhere on internet. And even if you had it - the data for the whole US could probably fill the whole suitcase so one would have to be selective.Just 2 examples how such SOP/LOAs can be worded:PIT arrivals will be descended by DKK Sector and given to the YNG sector AOB FL220.The BKI Sector issues all CLE area inbound traffic filed over YNG..CXR.. flight plan route, a restriction to cross 20 DME east of the YNG VOR at FL240.Michael J.
