I have found out that the default AT

Turn the ATC volume under Options/ Sounds in FS9 all the way down and uncheck the ATC box

I also encountered that annoying thing... I thought the same and it worked...I bought RCv4 'cause I hate FS ATC... so I shut its mouth :(
