FAA terms for foreign airports

Why are FAA terms used for foreign airports when it comes to uncontrolled airports and after the flight? Is most other nations controlled by ICAO?

When outside of the USA, you still go to FAA sites for clearence for uncontrolled airports and when you land you get your critique from the FAA. Hope that clears it up.
