    Fixed it, it was a driver issue with windows 7 64bit. Restarted my computer and hit F8 then selected "do not enforce driver signing."

    I installed "Tileproxy" with all the default settings. I then finished setting everything up finally went into my folder and hit on "start Tileproxy." then ran "FSX" asthe dos window was open in the background.
