    Hello . I think you're Wrong. It means that in order to be in the OTS, you must cross the 30°W between 0100z and 0800Z Eastbound and 1130Z - 1900Z Westbound. As Always UTC is UTC, it's about the same as GMT. 30°W local time is UTC-2 h
