If ,im flying to intercept MJV VOR in palma de mallorca (LEPA) with a heading of 130

Radials are given as degrees radiating from the VOR... I assume you want to continue to fly towards MJV; therefore, your inboundcourse will be 244 on the 064 radial.Try this... put a fix on the 064 radial at 10 DME, fly towards it and turn inbound to MJV. It's not precise but it will work.
