I would say that your getting good frame rates considering that FSX is a beast. On my machine in which I use alot of addons, I'm getting 12-15 fps in dense airports. You might want to try setting your fps to unlimited, I tired it and saw a nice increase, don't know why but it did.

The FPS you are reporting seem to be appropriate for the system you are reporting.
