I start FS9 first then RC then AS then my ACARS. And all works fine for me.

ASA has an extra button, just for starting FS.If you load your flightplan to alter your cloud depiction FS has to load new to show them correctly, according to your flightplan. So it would make sense to start FS after ASA.
