It's painted black because that area would be exhausted stain covered anyway. Plus, it might be a high temperature tolerant paint whereas the regular white wing paint is not.Saab 340's are painted this way as well.

It was early in the morning, so my response was a bit abrupt.... On many J41s, the flap is painted black behind the engine to hide the inevitable brown staining that would eventually occur after a few dozen flights....This is a picture of one of the 4 aircraft we photographed when we launched this project:
