I have no problem resizing the 2.0 charts in 2004.

I can resize the charts when I run them stand alone. When I am in an FS9 flight and select Modules/Jeppesen from the menu bar, I can load a chart into the sim. It is this window that I can't resize. Are you able to make this window larger and more legible? If so, how? Turns out you can resize only diagonally. If you try from any sides it does not work.
