Very, very common at uncontrolled fields and when towers are closed. At my home airport (KRUQ), we share unicom frequency with nearby Lexington KEXX (122.8). It gets frustrating sometimes when someone at KEXX wants the lights a different way and therefore change your lights at Rowan.
