Good question, but I think - yes. Always, when I start descent, I press ALT SEL and V/S modes then select new altitude and set vertical speed.

 

However, yesterday I found that APR was armed, but I didn't press it... only I set ARRIVAL and APPROACH in FMC - maybe due to this APR was armed

You need to select the new altitude FIRST, then press ALT SEL. (then set V/S)

 

If you press ALT SEL before changing the altitude selection, you're basically telling the autopilot to capture the current altitude....which is not helpful if you're trying to climb or descend.
