I know they can be edited in FS2004 using the free AFCAD program by Lee Swordy.It is simply a matter of loading (opening) the airport in question in the utility and then selecting Navaids from the Lists menu. They will be listed and each can be edited.Most of us now use ADE9X (also free) to make such edits in both FSX and FS2004.
