Is there any program I could use to find the active runway at my destination before being in range of atc to advise me?

Weather programs ASv6.5 and ASE will give you the winds at destination from which you can determine the active.

Not necessarily, if parallel runways in place (EGLL, EDDM, etc)

The approaches for the most part, would still be the same until in ATC range.

The only tool I know to let you know the active runway at your destination "before being in range of atc" is the ACARS gauge included in FS Flight Keeper. Dave Vega
