I think at the moment, the built-in MouseView function does much the same thing. Not exactly perhaps but pan with mouse, inside and out and MOVE the camera distance externally with the mouse wheel - it's been ages since I've used FS9.Loyd

there is already mouse look feature in fsx. just press shift+o to stop mouse view hit space bar.
