I set the pedals to left and right differential braking. When I lift off the toe brakes the brakes are being held on the the A/C? Whats best way to get these setup in FSX?

This is a well known issue that is easy to fix, the fix is actually mentioned in the manual too:Check the Reverse boxes next to the Toe Brake assignments in the assignments section of the FS settings, and adjust the sensitivity.Al
