How to make it so helicopters can land on FS9 buildings?

Hello all, this is my first time posting on AVSim forums. I am using FS2004, and I have the FlyTampa San Diego scenery. I want to know if it is possible to make it so I can land a helicopter on the freeway or on top of the Parking Garage. Please tell me which applications I need, or even if it is possible. Thanks! Jonny

Freeways you can at any time, except during rush hour traffic. Parking structures/buildings I am not sure because the roofs do not act as a solid object.
