new working service - NAVTEQ

I managed to get NAVTEQ maps working with TP. However it still needs to be adjusted somehow. Also they use bunch of balance servers (more than 10) and i limited the * star value to 5 only.

Their servers appear to be slow, so it could be used rather as a spare maps service.
