If I remove the "Languages" folder, from the folder where the " FSMetar.exe" file is, I get the same error. Make sure you have the "Languages" folder in the same directory/folder as the FSMetar.exe file..

That did it - thanks for the help. Man, I'm an idiot - I forgot to extract the appropriate directories when unzipping...
