I would expect them to try to keep the load balanced as much as is practical.

To further add to Kenneth's reply..From what I can remember from my time on the ramp, we'd try and load the airplane according to a certain index on our loading program on a 1 to 99 range. 1 being nose-heavy, and 99 being tail-heavy. Anywhere in that range was acceptable, but a lot of the aircraft loading agents tried their best to aim for, what I was told anyway, an optimum flight index of about 70 to 75. Basically, we tried as often as possible to add weight towards the tail end of the aircraft to better help the natural angle-up pitch during cruise. And this applied to all of the aircraft we loaded, not just the 73s. Of course this wasn't always the case but it was what we aimmed for.

If it's luggage it's the amount of luggage, lets say 737-800: 140 luggage pieces in the 3rd compartment room and 40 in the 2nd compartment room, on the 737's you'll have 4 compartment rooms, starting from room 1 going from the first part of the a/c to compartment room 4 at the tail. :)
