December 6, 201114 yr The VoxPOP is the one that is responsible for activating and managing all your Pilot/ATC Voices thatyou hear in the VoxATC, without it you would just hear some default robotic sounds for all chatter in VoxATC.so when you run the VoxPOP server (and press "start"), VoxATC uses all those sound packs you installed to hear the Pilot/ATC chatter that VoxPOP server offers and it uses it's settings to assginethe voices to Pilots or/and ATC that you assigned it via the VoxATC sound configuration toolHope that shed some light on that matter..
