For FS9 ASEHow far up is the surface considered for this feature? 20 feet? 5000 feet? Can the vertical be changed? If I wanted a minimum visibility regardless of weather, clouds or fog up to 6000 feet high, is this possible?

I believe the visibility setting is in AGL. This is why we have the graduated ceiling option in ASE. You want to depict the best visibility and since the airports in FSX/FS9 are published in MSL, you get some visibility issues at airports at higher elevations.
