What can I do to get the best bang for my buck without building a whole new system? I know my Graphics Card is ancient by today's standards.

The best thing to do with your system is to OC the CPU. If you can get your 860@4GHZ, you will see a 10-12 FPS jump in all scenarios.

Also, upgrading your GPU to a GTX560ti will help squeeze out some extra FPS here and there in heavy cloud situations.

 

The only downside to OC'ing is increased heat output from the CPU. You are going to need to purchase a 3rd party heat-sink to keep the temperatures down on the CPU. THIS CPU cooler seems to get a lot of great reviews and I myself have heard good things about it elsewhere.
