FSL Concorde with IVAP = Performance Loss

It has been 2 years since I last installed the fsl concorde onto my system, I removed it back in 2010, because the civa ins was causing performance spikes within the flight simulator.

Now 2 years later and with a new computer I wanted to try again.

When running the ivap.dll, I would get losses in performance that would go from 29-30 stable and drop in a second to 17 and then back up.

I wanted to try again on a new pc,

Yet again, same issue, it doesn't matter if you are flying the FSL or not, I still get massive performance spikes,

Any suggestions?
