Active runway(s) in FSX vs runway selected by an ATC program

Hi everyone,

 

I've been experiencing difficulty in having the active runway(s) for takeoffs and landings used by FSX concord with the runways selected by my ATC program. For example, this morning I attempted to fly from CYOW (Ottawa) to CYYZ (Toronto). Despite the fact that FSX's AI were using RWY 7 for taking off at CYOW, my ATC programs (I have two and tested both) selected different runways. One ATC program selected RWY 25, the opposite end of RWY 7, and the other selected RWY 14.

 

I don't experience this issue all the time but often enough to now seek guidance. Your thoughts would be appreciated. I run AS2012 with FSX Acceleration in a networked environment.
