Shimmering in DX9

I went back to DX9 until some issues fixed in DX10 but I have shimmering at cockpit, buildings and runways.

 

What am I doing wrong?

Thanks Paul for your help. I did every possible change but the shimmering still exists. I think I'll do a reinstall of FSX. The only thing that I'm afraid is if I need to reinstall all my addons :unsure:
