Still new to FSX so I've been using the instant replay to work on landing the heavies. During the replay any view outside of the cockpit has a large amount of stutter. Is there anyway to smooth it out?

Do you mean stutters or jitters?  Does it look like this:

 

 

If it's Jitters then I have no solution for you.  Folks suggest FSRecorder, but I've not had much success with that.  You can try to disable all joystick devices (Ctrl+K) and use just keyboard and see if that helps.

 

I've never solved this one, but if you do, please let me know.

There isn't a way to smooth out the jitters you see in instant replay, but if you are using FSRecorder or FRAPS to record things for a planned video then they won't show in the video (no, I don't know why--I just know it is so).

I've searched the forum and the only advice I found was to use locked spot view. That doesn't improve the view.

Go to the "Locked Spot" or any other views, the "Spot view" jitters for me too. This is a built in FSX bug too I think.
