Mystery Aircraft Over Quincy, MA

This story has been in the news the last few days around Boston:

There is an aircraft, or perhaps 2 aircraft, that have been circling the city of Quincy and surrounding towns for a while now.  The FAA, when contacted by the local police, will confirm only that it's a "sanctioned flight."  The plane appears to be doing some sort of surveillance, day and night.  It's low enough that it annoys people trying to sleep.  A photo taken by a resident gives the tail number as N406TM, which is registered to a non-descript corporate entity with a PO Box in Virginia.  It's a Cessna 182.

The last flight noted on Flightaware was back in February.

I originally thought it was DEA flights... doing some thermal scanning in the area to see if anyone is tending any "crops" in the woods/quarry/tidal areas near Quincy/Mattapan/Dorchester. I hope it's nothing more sinister than that, but there does seem to be more of an FBI undercurrent... and with the recent events in Boston... ya' never know.  Not a terribly subtle method of surveillance, though.

Based on that photo, there does appear to be some sort of imaging pod mounted on the craft... unless that's some sort of anomaly.

It's too bad local airport folks haven't caught the planes on the ground. That makes me think it's flying "securely" out of KBED.
