Some scenery I have noticed they are permanently on (UK2000 comes to mind).

 

They will also turn on if weather conditions permit (I am not too sure on what the exact parameters are on FSX, but certainly when there is low visibility the guys up in the virtual FSX tower turn on the lights for us).

 

Besides that, there is no way to turn them on (by tuning a frequency etc).

 

Someone else might be able to chime in in regards to the weather conditions required for the lights to turn on automatically.

I think it's hardcoded in the scenery. To bad, since in my experience (working on a major airport and driving by the main runways every day) the lights of the runway in use are very often on, even during daytime.
