Question Regarding RNAV in Europe

So after spending awhile reading many things and not really getting my questions answered I am going to ask here.

 

Is RNAV navigation required for commercial flights in Europe? (EU-OPS)

 

Lets say, hypothetically, that there is an old DC-9 that is a private jet in Africa, it has not had any avionics improvements and wishes to conduct some flights in Europe, can it?

 

I guess I am asking for the Coolsky DC9 but it applies to other aircraft as well, I understand it would not be RVSM approved so would be restricted to under FL290 but is it ok to still use Non-RNAV approved aircraft in European airspace? 

 

I just think I read somewhere that you cannot use them anymore for airline ops, is that true? Private jets too? I know Dubai is only for RNAV equipped aircraft , http://www.pprune.org/atc-issues/457064-dubai-non-rnav1-equipped-aircraft.html , and I believe that is still in effect, it was last I checked. 

 

I think all the classic aircraft operating in Europe would have updated avionics, RVSM approved and RNAV/PBN approved avionics, I am just looking for clarification.

 

I know there is no problems operating non-rnav in most other parts of the world, I just wanted to clear this up for myself.

I'm pretty sure it is. Even as long as ten years ago it wasn't permissible to fly in Europe above FL9.5 without a basic form of RNAV called B-RNAV, I'm sure it's a requirement now there are a million fixes, most of which are not defined by radio nav aids.
