Can someone please tell me why the 4th spoiler from the out(pic attached) dosent deflect fully upon landing. Infact i have noticed this on the real plane as well. Is it cuz they are able to attain maximum drag by such an arrangement?

It's probably due to the fact that spoilers 4 and 11 are mechanically linked to the control column.

Yes due to link on the yoke.

To further explain. The 4th and 11th segment are "Partially deployed" and if you were to "turn" on the yoke in one direction or the other, the, let's say 4th segment will go "Fully deployed" and 11th will go "even less deployed".
