How do you create/update a runway using Coords?

I have been trying to update my local runway 2W5 as they have a new runway, but using the coords listed in WED it never matches up. No way even close. I must be doing something wrong, or is it just the normal to get it as close as possible? OverlayEditor has better maps to try and place the runway, but I can't modify runways with it? My Geotif I use with WED is way older and I can't make out the outline.
